Taking an example from Modbury's Parish Plan this is how the Parish Plan lays out the different pieces of information and the headings they used. This was chosen because it presents a good example of how some plans will have to adapt to Communities in Action

The above example is just a suggestion although consistent use will make the website easier to use.
In our experience the suggested actions in plans change significantly once a suggested solution is implemented.
So for that reason the plans have been split up in this way. It will hopefully allow you and others to see the
progress made against your plan and allow you change and develop your proposals to suit the current circumstances.

Communities in Action is a webbased tool that will enable community groups, parish councils and local activists to record aspirations and actions that are happening as the result of preparing a parish or town plan. By using this website you will be able to promote and share your successes with other local people and they in return will be able to see what actions they may like to get involved with. You will also be able to look across Devon to view other parish and town actions to learn how they funded and developed their ideas into reality.
Communities in Action splits up your plan into 3 different parts: PLAN, ISSUE & PROPOSAL. It then adds a new part: ACTION.
These 4 parts will allow you to describe everything about the plan you wrote and the resultant actions that have been taken. It will allow you to record an introduction to your community; the broad headings that were developed from what the community said; the suggestions made that will address the community's needs and then the tasks and actions that were carried out as a result of the suggestions.
You will only ever need to enter information about the PLAN once. Then you can enter any number of ISSUES, PROPOSALS & ACTIONS.
ISSUES - it is most likely that the information entered at this point will come from the broad headings in the plan. These maybe headings like 'Environment', 'Traffic & Parking', 'Housing' or 'Community services & facilities'.
PROPOSALS - the information entered at this point is most likely to come from any action plan contained within the plan or a combination of the issues lists and your proposed way forward. The PROPOSALS should be specific suggestions that have been made under the broad ISSUE headings. These specific suggestions may look similar to below:
'Investigate demand for better integration with regular bus routes from centres other than Plymouth' Newton & Noss 2004
'We will encourage dog owners to clean up after their dog and 'bin it' in a responsible manner' Moretonhampstead 2007
'Make representations to District Council re adequacy of carparking ratios for further new developments' Modbury 2007
'Develop a new community centre for Dawlish' Dawlish 2005
ACTIONS – the information entered at this point should only be about tasks or actions that have been taken and completed or are in the process of being done. You should avoid putting in actions that you would like to happen this is what the PROPOSALS part is for. ACTIONS can also be linked to other PROPOSALS.
